Navigator Tip of the Week: A Guide to Systems and Eligibility

The ARC conducts searches across various systems when assisters inquire about case status.

Minnesota Eligibility Technology System (METS) serves as the primary system for determining eligibility for most applications submitted today. Moving forward, METS will remain the cornerstone for public program eligibility determinations. In late June 2026, it will be complemented by a new eligibility platform designed for consumers eligible for qualified health plans (QHPs). These two systems will allow for seamless communication and the transfer of applications based on eligibility results.

Management of Administrative eXpenditure Information System (MAXIS) is an established system within the Department of Human Services (DHS) that is responsible for determining eligibility for non-MAGI populations. This includes programs such as Long-Term Care, Emergency Medical Assistance, and the Qualified Medicare Beneficiary (QMB) and Specified Low-Income Medicare Beneficiary (SLMB) Medicare Savings programs, as well as support for individuals with disabilities.

Medicaid Management Information System (MMIS) is a legacy system within the Department of Human Services (DHS) that provides access to current eligibility spans and PMI numbers.
